The Buhweju District Education Office has directed all heads of primary and secondary schools in the district to strengthen enforcement of the school uniform policy, warning that learners should not be allowed to report for the third term without proper school uniforms.

The directive is contained in Circular 06/2026 on School Uniform, dated 17 August 2026, and addressed to headteachers and heads of secondary schools across Buhweju District.
According to the circular, the district education authorities have observed that a significant number of learners are attending school without wearing the required school uniforms. The Education Office says the practice is contrary to the requirements of the Ministry of Education and Sports and also presents challenges in identifying learners within and around school premises.
The circular further highlights security concerns, noting that failure by learners to wear school uniforms makes it difficult for authorities and members of the school community to easily distinguish enrolled learners from other people who may enter school premises.
The District Education Office has therefore instructed school administrators to include school uniform requirements in their end-of-Term Two circulars to parents and guardians, ensuring that families are clearly informed of the requirement before learners return for the third term.
The directive emphasizes that no child should be allowed to attend school without the required school uniform at the beginning of Third Term 2026.
Headteachers and heads of secondary schools have consequently been called upon to communicate the directive to parents, guardians and learners and to ensure compliance when schools reopen.
The renewed emphasis on school uniforms comes as education authorities continue to promote discipline, proper identification of learners and orderly management of school environments.
The circular was issued by the Buhweju District Education Officer, Ggabami James Fred, on behalf of the Buhweju District Local Government.
Parents and guardians in the district are therefore expected to ensure that their children have the required school uniform before reporting for the third term, while school administrators are expected to enforce the directive consistently across both primary and secondary institutions.
