BUHWEJU, UGANDA Buhweju District Woman MP Hon Nnamara Annet Oyes Byamukama has registered progress in lobbying for key infrastructure projects for Buhweju District, according to official correspondence from central government ministries.
ON ROADS:
In a letter dated 23rd October 2026, with reference DARC 114/158/19, the Minister of Finance, Planning and Economic Development Hon Henry Musasizi (MP) responded to Hon Nnamara’s letter Ref OA/10/26 dated 1st October 2026 regarding funding and commencement of civil works for upgrading of Kabwohe-Nyakambu-Bwizibwera Road (35KM) and Nyakambu-Nsiika Road (11.4KM) from gravel to paved (bituminous) standard, and Nsiika-Nyakashaka-Nyakabirizi Road section.

According to the Minister, the Ministry has received financing terms from various banks which are currently under review to identify the most competitive lender to pave way for negotiations.
On the Nsiika-Nyakashaka-Nyakabirizi road section, the Minister clarified that it is still under feasibility study and detailed design stage. Upon completion, it will be evaluated through the Public Investment Management System (PIMS) before it can be considered for financing.
The letter was copied to the Rt Hon Speaker of Parliament, Hon Attorney General, Hon Minister of Works and Transport and all Ministers of State in Ministry of Finance.
ON WATER:
Separately, on water and sanitation, Hon Nnamara in her letter dated 27th October 2026 Ref 003/26 to the Permanent Secretary, Ministry of Water and Environment, acknowledged receipt of the Ministry’s letter Ref WURD/96/250/01 of 14th September 2026, responding to her earlier request of 8th June 2026 Ref 002/26 regarding proposed inclusion of Buhweju District in the Water and Sanitation Infrastructure Resilience Project (WSIRP).
Hon Nnamara expressed gratitude for the Ministry’s approval to continue engagement and work towards a sustainable solution, noting that the proposal to undertake assessment in Buhweju is key for verifying evidence that Ministry of Finance will need to make proposed adjustments to the project.
She informed the Ministry that she has undertaken stakeholder mobilization through engagements with Mayors and LC III Chairpersons of all town councils and sub-counties in Buhweju District and that they are ready to cooperate once the exercise starts.
She further indicated that she has engaged the Parliamentary Committee on Natural Resources and looks forward to support from greater Ankole leaders in Parliament on need to address water and sanitation issues in Buhweju District to safeguard the environment and Buhweju water catchment area. She noted that much of the water that neighboring districts depend on comes from Buhweju District through River Rwizi, making sustainable use of Buhweju water resources critical.
Hon Nnamara appreciated the Ministry’s response and commitment to adjust the project scope to include Buhweju District and confirmed availability to support the assessment exercise planned for November 2026 and subsequent stakeholder engagements leading to securing required resources to adjust project scope for implementation during FY 2027/2028.
The letter was received by the Ministry of Water and Environment Central Registry on 02 Nov 2026 and by Office of the Permanent Secretary on 04 Nov 2026.
In a related copy, Hon Nnamara also informed the Hon Minister of Finance, Planning and Economic Development about the development and steps being taken by Ministry of Water to include Buhweju District under the WSIRP given the water situation in the district.
The correspondence was also copied to Speaker of Parliament, Minister of Water and Environment, Chairperson Parliamentary Committee on Natural Resources, Chairperson Parliamentary Committee on Budget, CAO Buhweju, RDC Buhweju, LCV Chairperson Buhweju and all Mayors and Sub-county LC III Chairpersons.
