The initiative was unveiled during a dialogue meeting held on December 1, 2025, at Rubirizi District Headquarters, attended by various stakeholders. Mr. Sendyose Godfrey, a trainer from UWEZO Uganda, stated that the meeting aimed to engage stakeholders and headteachers in addressing challenges facing learners in Rubirizi primary schools, focusing on assessing learners’ basic skills in reading, writing, and numeracy.
According to Mr. Barigye Sam, Director of HOMACA, a community survey assessing 675 children from 300 households and 15 schools revealed alarming trends, including low pupil turnout, poor teacher-pupil ratios, and 10% teacher absenteeism. Many Primary 3 children struggled with Primary 2 work, and 14% of Primary 7 students couldn’t do Primary 2 reading and writing.
The survey aimed to evaluate children’s literacy and numeracy skills, teacher presence, and community involvement in school governance. Mr. Tumusiime Geoffrey, the Senior Education Officer of Rubirizi District, welcomed the initiative, urging headteachers to address challenges and encouraging parents to collaborate with teachers to support their children’s learning.

The initiative includes rolling out Rophalls and providing feedback to schools to identify areas for improvement.
