Entebbe, Uganda – The Chief of Defence Forces (CDF), Gen. Muhoozi Kainerugaba, met with Russian Ambassador to Uganda, Vladlen Semivolos, at the Special Forces Command Headquarters in Entebbe on Monday. The meeting aimed to discuss ways to deepen the longstanding relations between the two countries.
Enhancing Bilateral Cooperation:
The meeting focused on enhancing bilateral cooperation, with both sides expressing satisfaction at the current state of relations and optimism for expanded engagement in defence, technical cooperation, and other areas of mutual interest. Gen. Kainerugaba, who also serves as Senior Presidential Advisor for Special Operations, praised Russia’s historical solidarity with Africa, saying, “Russia has always stood with Africa, especially during the fight against colonial oppression. Uganda deeply appreciates Moscow’s consistent support and its respectful approach to partnership.”

A Solid Foundation for Future Collaboration:
Ambassador Semivolos lauded the existing military and technical cooperation, describing it as “a solid foundation for future collaboration.” He added, “Uganda and Russia have built a relationship based on mutual respect and shared objectives, and I am confident this will continue to flourish.”
A Longstanding Relationship:
Uganda and Russia’s defence relationship dates back to the Cold War era, when the Soviet Union trained Ugandan officers and supplied military equipment. Over the decades, Uganda has procured Russian-made fighter jets, helicopters, and armoured vehicles, while sending officers for advanced military training in Russian academies. In recent years, the partnership has expanded to include counterterrorism cooperation, maintenance of defence hardware, and joint participation in security forums.
Strengthening Footprint in Africa:
The meeting comes at a time when Moscow is seeking to strengthen its footprint across Africa, with Uganda positioning itself as a willing partner in security, energy, and trade initiatives. This engagement is part of a renewed push to broaden Uganda-Russia relations amid shifting global alliances.
