KAMPALA – Uganda’s government is seeking a supplementary budget of Shs 450 billion to finance new aircraft for Uganda Airlines, sparking debate among lawmakers. The request is part of a plan to acquire up to 10 new planes for the national carrier, but MPs are questioning the urgency and transparency of the process.
Lawmakers are concerned that the airline is struggling with management gaps, operational delays, and unclear planning, and that the supplementary budget is not the best approach. Uganda Airlines Chief Executive Jenifer Bamuturaki attributed the delays and cancellations to abrupt airport closure notices, known as “no-terms,” issued by regional civil aviation authorities.
Transport Minister Gen. Edward Katumba Wamala acknowledged the airline’s challenges but insisted it has the capacity to grow with new planes. However, MPs like Ibrahim Ssemujju Nganda and Maurice Kibalya questioned the government’s planning and urged a phased acquisition strategy.

The parliamentary committee is expected to scrutinize the request further before making recommendations to the full House.
