KAMPALA – UGANDA
The directive follows an arbitral complaint filed by Adlegal International Limited, which accused the broadcaster of repeatedly breaching the UCC Advertising Standards 2019 by airing commercial content alongside editorial material during programmes such as Morning Breeze, NBS Frontline, and NBS Eagle.

In its decision, the Commission ruled that split-screen advertising defined as the simultaneous presentation of editorial content and commercial information on the same screen is expressly prohibited during news and current affairs programming under Annex 7 (3.0) of the UCC Advertising Standards 2019.
UCC further held that the practice contravenes Section 32 and Schedule 4 of the Uganda Communications Act, Cap 103, which sets minimum broadcasting standards for licensed media houses.
