Rubirizi,Uganda – Rubirizi District Education Officer Mr. Biiru Stivin Warufu has warned that anyone starting a school in the district without a license and other government requirements will be arrested and prosecuted.
Addressing parents, teachers, and students of St. Joseph’s High School Rubirizi during the Term One closing meeting, Mr. Biiru said unlicensed schools endanger learners and fall below required standards. “All schools in Rubirizi must have the necessary requirements and government approval before they start operating. Anyone who opens a school in the community without clearance from government will be arrested, taken to court, and charged for running an illegal school,” he said.
Mr. Biiru revealed that the District Education Department has begun inspecting schools operating illegally or without adequate facilities. He noted that criminals are increasingly targeting learners, making tight security essential. While welcoming investors to establish schools to curb dropouts and illiteracy caused by long distances, he stressed that government will not allow any school to open without assessment and approval.

He urged parents to monitor their children during the short holiday, teach them home chores to build life skills, and provide counseling. He asked students to keep reading and return to school disciplined, fresh, and knowledgeable, and called on parents to pray together and share parenting duties during the break.
Meanwhile, Rubirizi District leaders condemned headteachers in government schools who demand school fees from learners, calling it illegal. Resident District Commissioner Ahamedi Kinene and LC5 Chairperson Mr. Aguba Silvester warned that any headteacher found charging fees during the school term will be arrested.
The leaders urged parents to cooperate with school heads to meet learners’ needs and avoid disrupting studies. They called for joint responsibility in children’s education, warning that failure to educate a child risks producing vagrants, thieves, sex workers, or drug users in the community. Parents were also encouraged to enroll their children in faith-based schools where discipline and values are emphasized.
