KAMPALA, UGANDA — State Minister for Local Government and Masaka City Woman MP, Hon. Justine Nameere Nsubuga, has issued a public apology to the Chief of Defence Forces, Gen. Muhoozi Kainerugaba, after his seven-day ultimatum, while denying any wrongdoing and blaming a maliciously edited video.
In a post on X on Sunday morning, Nameere wrote: _”My sincere apology to Gen Muhoozi Kainerugaba @mkainerugaba regarding a video that unscrupulous people maliciously edited and put your name! I can NEVER attack you my Brother! Heshima. For those who seek to sow discord, Proverbs Chapter 6:19 says ‘The Lord detests a false witness’.”_
She attached video clips, including footage in which she appears to address Patriotic League of Uganda (PLU) Secretary General Daudi Kabanda with remarks about interfering with NRM MPs. Nameere’s statement frames the circulating version as a deliberate edit that wrongly inserted or implied Muhoozi’s name, rather than an admission of personal misconduct.

*ULTIMATUM THAT TRIGGERED APOLOGY*
The apology comes after Gen. Muhoozi, who also chairs the PLU, issued a blunt public warning on 16th September. He stated he was giving Nameere “exactly seven days to apologise” and warned that failure to do so would mean “nothing will save her.” The deadline was set to expire around 23rd September. Days earlier, he had also threatened that she could be removed from Cabinet if found to be “misbehaving.”
The dispute centres on a short video clip that circulated online and appeared to show Nameere warning against interference with NRM legislators in terms that some interpreted as directed at Muhoozi. Longer versions and subsequent explanations indicated the remarks were aimed at Kabanda.
This episode followed an earlier controversy involving another edited clip linked to claims about a proposed celebration for former Speaker Anita Among, which Nameere had also attributed to manipulation of older footage.
*DE-ESCALATION WITHOUT ADMISSION*
By issuing the apology without conceding that she attacked or intended to attack the CDF, Nameere has met the formal demand while protecting her position that she was the victim of malicious editing.
The move de-escalates an unusually public confrontation between a sitting junior minister and the powerful army chief and PLU leader, at least for now.
Observers note that the episode highlights ongoing internal tensions within NRM and PLU circles, where social media clips and accusations of video manipulation have repeatedly fuelled disputes over loyalty and influence.
Nameere has previously emphasised her long-standing ties to Muhoozi dating back to university and media work, and her role in mobilisation in Greater Masaka.
