KAMPALA – Parliament has granted State Minister for Environment, Hon. Beatrice Anywar, more time to present a comprehensive statement on the charcoal ban following her request for further consultations with Cabinet.
Appearing before the House on Tuesday, October 28, 2026, Anywar told MPs that she had been in Yerevan, Armenia, representing President Yoweri Museveni at a summit, while her ministry had prepared a paper for Cabinet discussion.
Deputy Speaker Thomas Tayebwa supported the request, noting that the President wanted the statement to address alternative energy sources for communities affected by the ban.

The charcoal ban has remained contentious in Parliament, with legislators demanding clarity on its enforcement and the alternatives available to communities that depend on charcoal production and trade for their livelihoods.
The proposed statement is expected to address alternative energy sources for affected communities, although no specific measures or implementation timelines were outlined during Tuesday’s proceedings.
Parliament did not set a date for Anywar to return with the statement.
