BUHWEJU,UGANDA – Woman Member of Parliament Hon. Nnamara Annet Oyes Byamukama has called on women leaders in Buhweju to move from isolated action to coordinated planning, saying “KISANJA: No More Sleep” must now guide how women engage with Government programs.
Speaking during the Buhweju District Women’s Day Engagement at the district headquarters, Hon. Nnamara thanked God for the gathering and congratulated leaders elected from the President to the lowest level. She said the campaign period was over and the focus must now be service delivery.
She commended the Chief Administrative Officer and technical team for the detailed status report, emphasizing that effective leadership begins with information. “We cannot solve problems we do not understand, nor demand better services without facts and evidence,” she said. Hon. Nnamara clarified that the engagement was not a replacement for March Women’s Day celebrations, but a strategic meeting to reflect, organize, and agree on how to improve women’s welfare in Buhweju.

Anchoring her message in Article 33 of the Constitution, the Uganda Gender Policy, and the Sustainable Development Goals, she asked leaders to assess whether women are benefiting from PDM, Emyooga, GROW, UPE, USE, the District Quota System, Presidential Skilling Hubs, and other wealth creation interventions. Quoting President Museveni, she reminded leaders that service means helping people understand opportunities and access them. “Every woman leader must become an ambassador of information, development, and wealth creation in her area,” she said.
Hon. Nnamara addressed the misconception that the Woman MP can solve every problem alone. She explained the distinct roles of Woman MP, women councillors, NRM women leaders, and technical officers, but pledged to advocate for policies, laws, and resources at national level while supporting local leaders to identify solutions. She requested Council Committees to review the CAO’s paper and forward clear resolutions to her office for engagement with ministries and Parliament.
Citing the Minister of Finance, she noted that Shs 11 trillion has already been used on wealth creation programs, with Shs 2.49 trillion budgeted for FY2026/2027. She urged women to study and take advantage of the opportunities. She also supported Government’s decision to reduce spending on public celebrations, proposing that public holidays be used for training, sensitization, skills development, and reviewing progress.
The centerpiece of her address was the proposal to establish the *Buhweju Alliance for Women Empowerment – BAWE*. Hon. Nnamara said lack of coordination is the biggest challenge, with some leaders aware of opportunities while others are not, and some groups benefiting while others are left behind. BAWE will not replace Government structures but will serve as a coordination platform through the Office of the Woman MP to connect villages, parishes, councillors, NRM leaders, technical departments, and Government programs.
“Through BAWE, information will move faster from the grassroots to decision-makers and back. Challenges will be documented, opportunities mobilized, and policy views consolidated,” she explained.
*Key proposals and actions from Hon. Nnamara:*
1. Launch BAWE as a district-wide coordination platform for women leaders and groups
2. Collect data on women groups, SACCOs, cooperatives, entrepreneurs, farmers, youth groups, widows, women with disabilities, and program beneficiaries to build a district database
3. Use public holidays for training, sensitization, skills development, and progress review instead of costly celebrations
4. Prioritize youth development through guidance on education, discipline, and productive livelihoods
5. Submit Council resolutions to the Woman MP’s office for follow-up with ministries and Parliament
She announced she had set up a coordination office to support BAWE and her parliamentary work. Hon. Nnamara also reported early achievements in her first eight weeks since swearing in on 15th May 2026: lobbying over 30 university scholarships including 14 full scholarships and 10 half bursaries through BCTI networking.
She revealed that the Buhweju Mustard Strategy Team 2026 had prepared a paper for President Museveni proposing support in five areas: Wealth Creation, Infrastructure Development, Tourism Development, Reconciliation, and Special Appointments for sons and daughters of Buhweju. Using her procurement background, she has worked with the Ministry of Works to cost 457.3 kilometers of key roads at Shs 39.6 billion, prioritizing roads to schools, health facilities, and markets, and requested coffee and Hass avocado seedlings, fertilizers, and support for SACCOs.
Hon. Nnamara reaffirmed her commitment to advocate for women, lobby for resources, and work with all leaders regardless of political affiliation. She concluded that the future of Buhweju depends on how well women organize today. “If we coordinate our efforts and use information effectively, we shall secure more opportunities for our women, families, and young people,” she said, inviting her guest to guide the formal steps to establish and register BAWE. She ended with her pledge: “For God and My Country”

Let her work on basic problems for Buhweju
