Buhweju,Uganda – Buhweju Community Transformation Initiatives Limited – BCTI has unveiled an ambitious development agenda aimed at transforming Buhweju District through strategic investments in education, agriculture, youth empowerment, networking, sports, and improved service delivery.
The agenda is outlined in the maiden edition of _The BCTI Update Magazine_, launched on June 1, 2026, and highlights the organization’s efforts to address long-standing socio-economic challenges facing the district.
Speaking in the magazine’s foreword, Hon. Nnamara Annet Oyes Byamukama expressed gratitude to the people of Buhweju for entrusting her with leadership and pledged to prioritize service delivery, infrastructure development, education, household income improvement, youth and women empowerment, and community accountability.

She emphasized that development can only be achieved through teamwork and inclusive leadership, and called upon all political, religious, and cultural leaders to unite for the common good of the district.
*1. Education remains a key priority*
Despite government programs such as Universal Primary Education – UPE and Universal Secondary Education – USE, Buhweju continues to struggle with high school dropout rates, particularly among girls.
According to BCTI, the district has approximately 50 primary schools, 19 secondary schools, and only two institutions of higher learning. Limited access to advanced secondary education and vocational training has contributed to poor education outcomes and a high number of youth who are neither in education, employment, nor training.
To address this, BCTI’s “Go Back 2 School” initiative has, since 2022, provided mentorship and career guidance to students across the district. The organization has also secured more than 100 university scholarships for students from Buhweju, including opportunities at King Ceasor University and Kampala International University.
*2. Agriculture and infrastructure*
The magazine highlights agriculture as a major pillar of economic transformation. BCTI has established demonstration farms in various parts of the district where farmers are trained in commercial farming using the government’s four-acre model. The farms focus on coffee, bananas, dairy, piggery, goat rearing, and Hass avocado cultivation.
The initiative aims to help households maximize productivity on small pieces of land and transition from subsistence farming to income-generating agriculture.
However, BCTI notes that poor road infrastructure remains one of the biggest obstacles to economic growth in Buhweju. The organization has appealed to government to prioritize road construction and rehabilitation to facilitate transportation of tea, coffee, food crops, and minerals.
BCTI has also developed detailed road plans for key roads across the district and is seeking engagement with President Yoweri Kaguta Museveni on infrastructure development and wealth creation.
*3. Networking, youth, sports, and tourism*
Beyond education and agriculture, BCTI has invested heavily in networking and community mobilization. Through partnerships, the organization has attracted projects including support for educational infrastructure and the establishment of the Kashenyi Tea Factory.
Youth and women empowerment feature prominently in BCTI’s strategy. Under Hon. Nnamara Annet Oyes Byamukama’s leadership, the organization has promoted women’s participation in leadership and supported access to government programs targeting women and youth.
A flagship initiative is the BCTI League, a grassroots football competition launched in 2023 involving all parishes and wards in Buhweju. Organizers say the league has become a major platform for talent identification, unity, and economic opportunities.
As the 2026 Ankole Tournament approaches, BCTI has pledged financial incentives for the Buhweju team, including cash rewards for victories, draws, and goals scored, as part of efforts to build “a sports enterprise in Buhweju”.
In tourism, BCTI has partnered with the Center for Integrated Community Development Uganda to promote local attractions and encourage investment in hospitality facilities.
BCTI officials say all interventions are aligned with Uganda’s Tenfold Growth Strategy and the country’s broader economic transformation agenda. The organization has called upon government, development partners, local leaders, and residents to work together to realize a prosperous, educated, and self-sustaining Buhweju District.
The publication concludes with congratulations to President Museveni on his swearing-in for a new term and reiterates BCTI’s commitment to its guiding philosophy of “Transformation First”.
End.
