Ntungamo,Uganda – Civil servants and political leaders in Ntungamo District have expressed concern over the transfer of the district’s Chief Administrative Officer (CAO), Kiiza Fedelis, to Rukiga District with immediate effect.
Kiiza’s transfer has left some district officials and political leaders questioning the timing of the decision, particularly following what they describe as his significant achievements in improving administration and financial management at the district headquarters.
Speaking to the media, Kiiza said he was appointed substantive Deputy Chief Administrative Officer in November 2024 before being assigned the duties of CAO in March 2025.
He has served in the district’s top administrative position for about one and a half years.

Kiiza will be replaced by William Kamara, formerly of Njeru Town Council in Buikwe District, who has been posted to Ntungamo District.
The transfer comes shortly after the Ntungamo District Council reportedly commended Kiiza for what leaders described as outstanding work, including efforts to clear pension payments, clean up the payroll and address corruption within the district civil service.
The development has raised questions among some civil and political leaders, who wonder why Kiiza was transferred at a time when, according to them, his services were still needed to consolidate reforms and improve service delivery in the district.
Some analysts have attributed the transfer to Kiiza’s management style, describing him as a principled and corruption-free administrator who adopted a firm approach to management and accountability in an effort to improve service delivery at the grassroots.
