Mr. Mugisha, who had earlier failed in his bid to unseat Minister Frank Tumwebaze as NRM Chairperson, had turned his attention to contesting for Member of Parliament for Kibaale East, where Mr. Tumwebaze is both the incumbent and the NRM flagbearer.

The situation escalated when Registrar Williams advised Mr. Mugisha to return and complete required forms, which the aspirant refused to do. Mr. Mugisha accused the registrar of being “abnormal” and, in a fit of anger, threatened, “I can even punch you to death, you don’t know me. Where is my hammer?” The outburst, made in the presence of journalists and members of the public, caused panic and compelled several people to flee the nomination centre as Mr. Mugisha stormed out.
