BUSHENYI,UGANDA – Dr. Eng. Silver Mugisha, Managing Director of Uganda’s National Water and Sewerage Corporation, embodies the belief that greatness is built, not inherited.
Born into a modest, God-fearing family in rural Bushenyi District during a difficult era, he refused to let poverty define his future. Through discipline, education, faith, and commitment to public service, he rose to lead one of Uganda’s most transformed public institutions.
His journey began in local schools in Bushenyi, where he embraced the conviction that education and faith are the foundation for success. He pursued a Bachelor’s degree, then a Master’s, and later a PhD in Engineering, maintaining that learning never stops and wisdom comes from both books and God.

When Mugisha took over as NWSC Managing Director in 2013, he inherited a corporation in crisis: high losses, unreliable water supply, and low public trust. Using data-driven, God-fearing leadership, he changed the culture. He introduced Area Performance Reports to enforce accountability and a Service Charter to put customers first.
The results followed. Water coverage expanded, commercial losses dropped, and NWSC began winning international awards for efficiency, innovation, and service delivery. His work shows that African public institutions can compete globally when led with integrity, intelligence, and faith.
For Mugisha, engineering is about human dignity. Guided by his principle that “Service is not a privilege, it is a duty. Water is life, and life must be for all,” he prioritized clean water for schools, hospitals, and rural communities. The expansion improved public health, kept girls in school, supported small businesses, and advanced several UN Sustainable Development Goals.
He teaches three truths: that education and faith are the best investments a person or nation can make; that hard work defeats every excuse tied to background; and that ethical, wise leadership can transform institutions and communities.
“Your background is not your barrier,” Mugisha says. His story challenges every narrative of hopelessness and shows that with vision, discipline, faith, and daily effort, birthplace does not determine destiny.
