BUHWEJU,UGANDA — Buhweju Woman MP Hon. Annet Nnamara Oyes Byamukama has called for urgent action to promote integrity, quality and patriotism in the district, following a public engagement with Minister of Local Government Hon. Balaam Barugahara at Nsiika on 7th August 2026.
In a 10th August 2026 letter to the Chief Administrative Officer, the MP said the meeting revealed “deep public anger and disappointment” over allegations of sale of jobs, falsification of accountability including tea seedlings, poor quality road works, and bribery.
“Buhweju cannot develop through complaints and social media attacks. We must move from complaints to construction,” she stated, proposing a new culture anchored on integrity, quality and patriotism.

To restore public confidence, she requested 9 specific actions led by the CAO’s office:
1. *Publish quarterly* beneficiaries, jobs by DSC, budgets and photos of completed projects.
2. *Enforce merit-based recruitment* – “Every job is merit. Every shilling is accounted for.”
3. *Account for agricultural inputs* allocated to Buhweju, noting the district’s hilly terrain must receive its fair share.
4. *Establish citizen monitoring* through the newly launched “Buhweju Alliance for Women Empowerment – BAWE”.
5. *Adopt a Buhweju Integrity Charter* with standards of conduct for leaders.
6. *Follow up on Presidential Pledges* including tarmac roads, hoes, fertilizers, PDM, UWEP, Emyooga and school support.
7. *Strengthen MP-CAO-Central Government linkages* to report and escalate failing services.
8. *Engage CBOs and Private Sector* to support service delivery and skills training.
9. *Follow up with the Ministry* on a proposal for cheaper rural road maintenance.
The MP pledged full cooperation with IGG, SHACU and other agencies investigating corruption. She concluded: “Let us answer the President’s call. Let us build a mature society where public office is treated as a position of responsibility.”
The letter was copied to the Speaker, Prime Minister, Minister of Local Government, RDC, NRM leaders and all district councilors.
End.
