Buhweju,Uganda – The National Resistance Movement (NRM) District Chairperson for Buhweju, Godfrey Kabandize, has warned party leaders over growing non-cooperation, absenteeism and failure to effectively implement NRM manifesto programmes and resolutions from the recent Kyankwanzi National Leadership Retreat.
In a circular addressed to NRM District Executive Committee members, sub-county chairpersons, district councillors and flag bearers, as well as leaders of the Youth, Women and Persons with Disabilities leagues and administrative secretariats, Kabandize called for renewed discipline, teamwork and commitment to party programmes.
He said some political offices were increasingly being treated as personal residences instead of coordination centres for party activities and service delivery. He warned that such conduct undermines the principle of _Okuweereza_ — serving the people — and the collective responsibility emphasized by the NRM leadership.

Kabandize said he participated in the recently concluded Kyankwanzi retreat, where leaders recommitted themselves to the practical implementation of the NRM Manifesto 2021–2026 and the party’s roadmap towards Vision 2040.
*Concern Over Youth Workshop*
Particular concern was raised over the planned Youth Mindset Change Workshop scheduled for September 26, 2026.
According to the district chairperson, some key NRM stakeholders and party league leaders in Buhweju had not been adequately informed or involved in preparations for the activity, despite mindset change being identified as a core component of the NRM’s socio-economic transformation agenda.
Kabandize argued that mindset change should not be treated as an isolated district activity, but as an ideological and development programme requiring participation and coordination of relevant party structures.
He directed the organizers to immediately harmonize their preparations with the NRM District Secretariat, Youth League and other party leagues to promote inclusive participation, coordination and transparency.
*Leaders Directed to Cooperate*
The NRM district chairperson further directed all party offices at district and sub-county levels to remain operational and accessible to wananchi, emphasizing that the offices should serve as centres for party coordination and public engagement.
He also instructed all leaders to cooperate in implementing the NRM manifesto and Kyankwanzi resolutions, warning against individuals or offices operating in isolation.
Kabandize cautioned that leaders who continue to frustrate government programmes or damage the image of the NRM could face disciplinary action in accordance with the NRM Constitution.
He called upon all NRM leaders in Buhweju to return to what he termed the “Kyankwanzi spirit” of discipline, teamwork and patriotism, saying the party cannot afford to disappoint residents who entrusted them with the NRM flag.
The letter was copied to the Resident District Commissioner of Buhweju, the NRM Regional Vice Chairperson for Western Region, the NRM District Secretariat and the District Youth Chairperson.
