BUHWEJU – Buhweju District Woman Member of Parliament Hon. Nnamara Annet Oyes Byamukama has called for unity, hard work and accountability as the foundation for transforming Buhweju, while rallying residents to endorse Gen. Muhoozi Kainerugaba, Chairman of the Patriotic League of Uganda (PLU), for the 2031 presidency.
Honourable Nnamara Annet Oyes Byamukama was speaking on Friday, 9th October 2026 at Nsiika Playground in Nsiika Town Council as chief guest at the 10-year anniversary celebration of Western Patriotic NRM Cadres Association (WPNCA) Buhweju District Mobilizers. The anniversary was held on Independence Day and was organized in conjunction with PLU Buhweju Chapter, Buhweju Community Transformation Initiatives (BCTI) and Buhweju Alliance for Women Empowerment (BAWE).
The event came just two days after Parliament’s Committee on Gender, Labour and Social Development visited Buhweju this week, on Tuesday 7th October 2026, on a routine oversight mission. During the visit, residents raised development concerns including access to wealth-creation funds and the need for a Pearl Bank branch. A complaint presented by Mrs. Bamuyaga, Chairperson of the Buhweju District Women Council, alleging that some women seeking government funds were asked for sexual favours by Community Development Officers, was formally received by the Committee, which directed the CAO to investigate within one week.

HON NNAMARA’S SPEECH: SERVE, LOBBY, UNITE AND CREATE WEALTH
Hon. Nnamara, who is also Chairperson for Gender Affairs at BCTI, said she will not be diverted from service delivery.
“No one will silence me. I am here to serve and lobby for the people who voted for me because they need services,” she said. “We need accountability for everything because that’s why we go to Parliament to lobby for our people and let the people benefit.”
“Buhweju is for us all. If we unite as leaders and everyone plays his or her role, we can develop it together,” she added.
Linking her parliamentary work to her grassroots work through BCTI, she said BCTI operates on three pillars that directly respond to issues raised during the committee visit: Wealth Creation, Education, and Networking.
On wealth creation, she urged households to embrace coffee, tea, Hass avocado, piggery, poultry and goat rearing. On education and talent, she said youth must be supported to grow talents into employment, in line with President Museveni’s call under Kisanja No More Sleep. On networking, she said unity creates connections that bring jobs, markets and opportunities.
She rallied residents to massively endorse Gen. Muhoozi Kainerugaba if they want transparency, steady progress, stable leadership, peace, unity and patriotism, noting PLU is on a nationwide drive for over 20 million signatures to have Gen. Muhoozi on the ballot in 2031.
PLU OFFICIALS: TUKO PAMOJA:
Next, PLU officials who had flanked their colleague Grace Agaba Byarugaba took the stage.
The officials were Byamungu Richard from Nakawa, Abaho Alex who works with Hon. David Kabanda in PLU’s central office, and Muhwezi Abubakar, Patriotic Officer 169 working in the office of the Director of Mobilization headed by Hon. Michael Mawanda Maranga.
With slogan “Tuko Pamoja”, they said PLU and NRM are one family, with PLU’s core pillar being fighting corruption while promoting peace, unity and prosperity, and warned against threatening PLU officers and members.
“There are some leaders here in Buhweju who are known for fighting fellow NRM leaders yet they lie that they love Buhweju. Why fight unity and NRM/PLU ideology? We know them and even PLU Chairman Gen. Muhoozi Kainerugaba knows,” Muhwezi said, thanking pioneer LC5 Chairman Mr. Sebastian Kereere for founding Buhweju and commending leaders like Hon. Nnamara.
WPNCA PATRON ACTIVITY: NEW PATRON SWORN IN, CADRES AWARDED
Ms. Grace Agaba Byarugaba, former Buhweju County MP candidate who contested on a PLU-leaning ticket though PLU is still a civic organization, was sworn in as new patron for WPNCA Buhweju District replacing Mr Mbabazi Justus.
Various cadres were awarded membership certificates by chief guest Hon. Nnamara in recognition of 10 years of service.
“My main goal is to fight opposition and make sure the PLU/NRM ideology is followed and fulfilled in Buhweju,” Grace said, thanking previous patrons and leaders.
LEADERS PRESENT: CALLS FOR UNITY
District NRM Chairman Mr. Godfrey Kabandize said many people fighting PLU do not understand its ideology and called for unity among NRM leaders.
“Why do you fight a leader because he or she is working for the people? I am planning to invite all leaders and have a meeting to discuss working together,” he said, hailing BCTI’s pillars.
Former chairperson candidate Muhamya Philip aka Panadol ya Buhweju vowed to stand for truth. Buhweju West MP Hon. John Bosco Kariisa was represented by Dennis Kamugisha Tumusiime, Buhweju County MP Hon. Zadock Mutekanga by Mwesigwa Jerome. District councillors, LC1 and LC2 chairpersons and security officials led by Buhweju DPC SP David Tumwesigye attended.
