Ntungamo,Uganda – Lay Canon Ketty Kapasi, Ntungamo District’s longest-serving NRM cadre and outgoing Female Councilor for Older Persons, is set to formally retire from active politics after a distinguished 37-year career.
Aged 83, Lay Canon Kapasi’s retirement took effect last year after she declined to seek re-election to the position she held for the past 10 years. She will be succeeded by Barbra Kukunda Rwambuka, 62, from Nyamukana Town Council, who was elected unopposed.
Kapasi began her political journey in the early 1990s as a councilor in the then Mbarara District. A former primary school teacher, she was among the leaders who championed the creation of Ntungamo District in 1993, a milestone that shaped the region’s governance and development.

Over nearly four decades, she became a respected voice for older persons and a steadfast advocate for grassroots mobilization, education, and women’s empowerment within the National Resistance Movement.
She is expected to bid farewell to the district council during its final sitting tomorrow, marking the close of the 2021–2026 political term.
Her departure ends an era of consistent service and institutional memory in Ntungamo District local government.
