Rubirizi,Uganda – Rubirizi District Local Government has commended outgoing LC5 Chairman Aguba Silvester and district councilors for their dedicated service, awarding them certificates and gifts in recognition of their work during the 2021–2026 term.
Chief Administrative Officer Paul Samuel Mbiwa thanked the outgoing leadership for its commitment and transparency, noting that Rubirizi is now ranked among the best-performing districts in Uganda. He said the handover process is being conducted in line with Article 175 of the Constitution of Uganda and the Public Standing Orders 2021, adding that Section 186 of the Local Government Act requires outgoing public officers, including the LC5 chairperson and councilors, to officially hand over office at the end of their tenure.
District Police Commander Afande Lilian Kikobye praised the outgoing administration led by Aguba for its contribution to security. She thanked councilors and technical staff for serving the community faithfully and using government resources responsibly. She urged the incoming leadership to maintain teamwork, transparency, and professionalism to enhance service delivery.

Outgoing District Speaker Hon. Katesigwa Stivin called on the new leaders to prioritize unity and service delivery. He cautioned against conflicts between political leaders and technical staff, saying, “Everyone must do their work to develop the district, not create fights that delay services to the community.” He encouraged the incoming council to build on ongoing community projects.
In his farewell remarks, outgoing LC5 Chairman Aguba Silvester said he was proud to retire honorably and leave a legacy in the district. He highlighted significant gains over his 10-year tenure, including improvements in education, health, roads, water supply, the establishment of Rubirizi Court headquarters, and support to the agriculture sector.
However, Aguba noted one key project remained incomplete: the construction of Uganda Police prison offices in Rubirizi. He said the facility was his personal goal to ensure suspects are held in proper custody instead of being kept on open ground.
Aguba called for continued togetherness, teamwork, and mutual respect between the incoming leadership and technical staff to sustain progress in service delivery.
