KAMPALA – UGANDA
The Government of Uganda has unveiled a new online recruitment system for district and city local governments in a landmark reform aimed at eliminating corruption, improving transparency, and modernizing public service recruitment.
Under the new arrangement, all future recruitment exercises for district and city local government positions will gradually transition from paper-based applications to a centralized electronic recruitment platform. The initiative is expected to reduce physical interaction between job applicants and recruitment officials, streamline hiring procedures, and ensure that appointments are based on merit.

According to the Ministry of Public Service, the e-recruitment platform will allow applicants to submit job applications electronically, upload academic and professional qualifications online, and receive updates on every stage of the recruitment process through digital notifications. The system will also automate the shortlisting process and standardize recruitment procedures across all districts and cities, promoting fairness and consistency nationwide.
Government officials say the reform directly addresses longstanding concerns over corruption within district recruitment processes. For years, allegations of bribery, favoritism, manipulation of recruitment procedures, and irregular handling of applicants’ documents have undermined public confidence in local government hiring. By limiting direct contact between applicants and members of District Service Commissions, authorities believe the new system will significantly reduce opportunities for unethical practices.
The digital recruitment initiative follows repeated concerns raised by Parliament, oversight institutions, and anti-corruption agencies regarding widespread irregularities in the recruitment of public servants. Previous investigations highlighted cases where job seekers allegedly paid bribes to secure government employment, prompting calls for a transparent, technology-driven recruitment process.
Beyond combating corruption, the government says the online system will improve efficiency by reducing paperwork, lowering administrative costs, and creating a secure digital audit trail for every recruitment exercise. Officials believe the platform will also shorten recruitment timelines while making the process more accessible to applicants across the country.
The Ministry of Public Service says the platform will be rolled out in phases across district and city local governments before becoming the standard recruitment system for local government public service positions.
Commenting on the initiative, Hon. Balaam Barugahara Ateenyi expressed confidence in the success of the reform, pledging full commitment to its implementation. He noted that, together with Hon. Justine Nameere and with the support of the Ministry of Public Service and the Head of Public Service, they are committed to ensuring the successful rollout of the online recruitment system.
The introduction of the e-recruitment platform marks another significant step in Uganda’s broader digital transformation agenda, with the government seeking to improve accountability, strengthen service delivery, and enhance public trust through technology-driven governance.
