BUHWEJU/KAMPALA,UGANDA – Stakeholders from Buhweju District have held engagements with the Office of the President on practical strategies to accelerate the district’s transformation and position it for stronger development in the coming financial year and the medium term.
The delegation included Woman Member of Parliament Hon. Nnamara Annet Oyes Byamukama, Eng. Innocent Rugyero, Mr. Arthur Babu, Mr. Nathan Byamukama, Mr. Godfrey Byamukama, Mr. Jonan Nduhura and Ms. Kellen Babu.
The discussions focused on key issues affecting the people of Buhweju, including wealth creation, infrastructure development, agricultural productivity, education, tourism, and the fight against corruption and poor service delivery.

Speaking during the engagement, Moses Byaruhanga emphasised the critical role of local leaders in ensuring that government programmes translate into tangible benefits for communities. He noted that local leaders are closer to the people than senior national leaders and therefore have a responsibility to monitor how public services and government interventions are distributed and delivered.
He stressed the need for leaders to follow up on government programmes from the national level down to the village, identify gaps in implementation, and ensure that intended beneficiaries actually receive the services and opportunities meant for them.
Infrastructure was a major issue raised. Stakeholders discussed the need for tarmac roads connecting Buhweju to surrounding districts, as well as improvement of the district’s internal road network. Better connectivity was identified as critical for improving access to markets, schools, health facilities and other services, while lowering the cost of transporting agricultural produce.
The team also discussed agricultural productivity and value addition, recognising agriculture as the foundation of household incomes in Buhweju. Emphasis was placed on shifting from low-productivity subsistence farming to more productive, commercially oriented agriculture that can generate higher incomes and drive local economic transformation.
Tourism development was highlighted as another opportunity. Stakeholders called for the identification, development and promotion of Buhweju’s tourism potential to diversify the local economy and create jobs and enterprise opportunities.
Education was equally discussed, particularly its role in equipping young people with the knowledge, skills and mindset needed to participate effectively in economic transformation.
The engagement further emphasised fighting corruption and strengthening accountability. Leaders were urged to actively monitor public programmes and infrastructure projects and to raise concerns where resources or services do not reach the intended beneficiaries.
The stakeholders subsequently submitted priority strategies and proposals for consideration by H.E. the President, especially as government prepares for the FY2027/2028 budget and the medium-term planning framework.
The proposals are intended to provide a practical development agenda for Buhweju and support interventions that address infrastructure and productivity constraints while unlocking opportunities in agriculture, tourism, education and enterprise development.
More proposals and supporting submissions are expected to be presented to the relevant authorities for further consideration.
The overarching message from the engagement was that Buhweju’s transformation will require coordinated action — from national policy and budgeting to local leadership, implementation, monitoring and community participation — so that the district can close development gaps and become comparable with other districts in infrastructure, economic opportunity and service delivery.
