Buhweju, Uganda – Buhweju District has a new direction as LC V Chairperson Deo Atuhaire Omuhatizi Salongo officially resumed office Thursday morning with a 180-day roadmap aimed at reorganizing service delivery, boosting local revenue, improving roads, and strengthening accountability and health services.
Atuhaire, who described his first day as “a new chapter” for the district, said the District Executive Committee (DEC) had already held its inaugural meeting to set priorities for the next six months.
“At last we are back in government and ready to serve the people,” the chairperson said in a statement as he outlined his administration’s immediate focus.

The 180-day plan will center on five key areas. First, the administration will reorganize government structures to improve efficiency and restore public confidence in district operations, working closely with local leaders, technical staff, and stakeholders.
Second, Atuhaire announced a district-wide tour of lower local governments to strengthen local revenue mobilization. He said increased internal revenue is critical to funding essential public services without over-reliance on central government transfers.
Third, the roads sector will get urgent attention. Atuhaire pledged to address persistent road challenges affecting several sub-counties, which residents have repeatedly flagged as a barrier to trade and service delivery. He also committed to scrutinizing procurement processes and compliance with the Public Procurement and Disposal of Public Assets (PPDA) Act to enhance transparency.
Fourth, health service delivery is a top priority. The chairperson will tour all government and private health facilities across Buhweju to assess performance, identify gaps, and engage health workers and administrators on improving care for residents.
Finally, Atuhaire said his administration will conduct familiarization tours to ministries and local government agencies in Kampala to strengthen cooperation between Buhweju District and central government institutions.
Calling for unity, the LC V chairperson urged political leaders, civil servants, development partners, and residents to support the planned programs.
“I hope for positive cooperation from all stakeholders,” he said.
The new leadership now faces high expectations from Buhweju residents, who are looking to the Atuhaire administration for better roads, improved healthcare, greater transparency, and more responsive local governance.
