From the hills of Bushenyi to every corner of Uganda, Dr. Eng. Silver Mugisha’s story reads like a hero’s tale written through service. He carried the values of his homeland — hard work, humility, and respect for community — into the National Water and Sewerage Corporation. There, leadership became about restoring dignity, one tap at a time. Water flowed because you led with integrity, and that integrity brought the quiet strength of Bushenyi into national service.
Under his leadership, NWSC expanded its reach to more towns, villages, and rural communities. Millions of Ugandans who once walked long distances for water now depend on safe, piped supply. Because water touches daily life, improvements in reliability, pressure and customer care are felt immediately in homes, schools and health centres. He built a culture of presence, choosing to be in the field with staff and citizens instead of behind a desk. That approach turned a government agency into an institution people could trust.
Integrity also meant building self-reliance. Revenues grew, the asset base expanded, and long-term plans were anchored on the corporation’s own resources rather than dependence. That discipline came from controlling costs, growing income and cutting waste. Investment in digital tools and stronger customer service made response faster and more transparent. Citizens’ daily experience changed because leadership chose accountability.
The results earned recognition at home and abroad. A son of Bushenyi was honoured for transforming NWSC into a model utility that inspires other African countries. His journey proves a simple truth: when public institutions are run with professionalism, innovation and a heart for the people, they deliver results at scale.
For turning water into a promise kept for millions, Dr. Eng. Silver Mugisha deserves our appreciation. From Bushenyi to the nation, water flowed because you led with integrity, and Uganda needs more heroes who will choose that same path.
