BUHWEJU, UGANDA
Buhweju District Chairperson Atuhaire Deo, popularly known as Omuhatiizi, on Friday conducted an extensive inspection and monitoring exercise of ongoing infrastructure projects across Buhweju County, emphasizing quality workmanship, accountability, and improved service delivery.
The district monitoring team, led by Atuhaire, included District Vice Chairperson and Secretary for Works Twongyeirwe Frances, District Engineer Ms. Mbabazi, District Education Officer James Ggabami, Senior Inspector of Schools Augustus Abenaitwe, Secretary for Finance and Administration Pastor Baryamushangamu, and Secretary for Health and Education Florence Kasande.

During the exercise, the team assessed the progress and quality of several government-funded projects, including the rehabilitation and improvement of the Kabale–Karungu Road, construction of a two-classroom block with an office, water tank, and a six-stance VIP latrine at Kasharara Primary School, as well as the rehabilitation of the maternity ward at Karungu Health Centre III.
The monitoring team also inspected ongoing works at Bisya Health Centre III, where an incinerator and staff quarters are under construction, and at Mushasha Health Centre III, where landscaping and incinerator construction are underway. Other projects visited included the construction of a two-classroom block with an office and water tank at Isingiro Primary School in Buhunga Sub-county, and the improvement of Kamukaki Road.
Throughout the inspection tour, Atuhaire interacted with community members, contractors, project engineers, and local leaders, receiving feedback on project implementation and challenges affecting service delivery.
He underscored the importance of collaboration among local communities, district leaders, technical staff, and contractors to ensure that public investments effectively address the needs and aspirations of residents.
“We must work together to ensure that every project delivers value for money and improves the livelihoods of our people,” Atuhaire said during the inspection.
In Rwankondo, the district chairperson, accompanied by Deputy Resident District Commissioner (RDC) Goodman Tumwebaze and local leaders, launched the Raising the Village initiative, a community-based programme aimed at improving household incomes and promoting socio-economic transformation among residents.
Addressing residents during the launch, Atuhaire urged them to embrace government wealth-creation programmes and actively participate in income-generating activities.
He encouraged households to invest in coffee growing, prioritize their children’s education, and adopt a strong work ethic in line with President Museveni’s development message of “Kisanja No More Sleep” and the call against complacency.
The district chairperson also assured residents that Buhweju District was strengthening transparency and accountability in public service delivery, warning against corruption and emphasizing that government services and employment opportunities should be accessed through lawful procedures.
Meanwhile, during inspections at Bisya and Mushasha Health Centre IIIs, Atuhaire expressed dissatisfaction with the quality of work on the incinerators being constructed by Muhwezi Abert Construction Limited.
He recommended the immediate demolition and reconstruction of the structures, citing poor workmanship and the need to safeguard public resources through strict adherence to construction standards.
Speaking during the visit to Isingiro Primary School, Buhunga Sub-county LCV Councillor Cuthbert Ashabahebwa commended the district leadership and monitoring team for prioritizing the school, which has long faced challenges associated with poor infrastructure and an unconducive learning environment.
He noted that the provision of construction materials, including cement, iron sheets, shutters, a new water tank, and the construction of a two-classroom block with an office, would significantly improve learning conditions and school management.
The inspection exercise forms part of the district’s routine monitoring programme aimed at ensuring timely implementation of public projects, promoting accountability, and enhancing service delivery across Buhweju District.
